The government believes that countermeasures against new coronavirus infections are an important issue for crisis management.
In order to protect the lives of the people under the recognition that
The whole force has been taken on offer of the medical treatment, etc.. However, in Japan,
Sporadic outbreaks of an increasing number of patients with unknown staining pathways occur, and some areas are sensitive
As a result of the spread of dyeing, on March 26, 2020, the number of cases of new strains of influenza, etc. increased.
Article 1 of the Supplementary Provisions of the Special Measures Law (Act No. 31 of 24. Hereinafter referred to as “the Law”.)
(ii) Based on Article 14 of the Act applied by replacing terms pursuant to the provisions of paragraphs 1 and 2
Health, Labor and Welfare Ministry officials said the new coronavirus infection is highly likely to spread.
The Minister reports to the Prime Minister, and on the same day, administration based on Article 15 (1) of the Act
The Prefectural Emergency Headquarters was established.
In order to protect the lives of the people, it is necessary to reduce the number of infected people, as well as to establish a system for providing medical care and society.
It is important to maintain the function.
The first step is to further promote the avoidance of “three dense”
(Group in which an association between patients was observed by an aggressive epidemiological study, etc.).
Hereinafter referred to as “cluster”. Containment of the occurrence of (i) or (ii) is the so-called over
Explosive spread of infection called shoots (Hereinafter referred to as “overshoot”.)
prevent the outbreak of ~ and minimize the incidence of infected, seriously ill and dead persons
It is important for the sake of.
If necessary, reduce contact opportunities by requesting people to refrain from going out, etc.
to minimize the rate of spread of infection as much as possible.
In order to contain the disease and to prevent the collapse of the medical system,
This is the key.
In addition, in preparation for a sudden increase in the number of infected persons in Japan in the future, measures for seriously ill persons, etc.
To prepare necessary systems, such as medical delivery systems centered on response
As for new coronavirus infections that have already been seen in Japan,
・The incidence of pneumonia is higher than that of seasonal influenza
an act of causing serious damage to the lives and health of the people
The fact that it has a handle.
・There are many cases in which the route of infection cannot be identified, and the rapid increase is confirmed.
As it is recognized and the medical supply system has become tight, nationwide
The rapid spread of the disease will have an enormous impact on the lives of the people and the national economy.
the state of being in a dangerous situation
However, it is judged comprehensively.
With this in mind, on April 7, 2010, a new coronavirus was introduced.
The Chief of the Headquarters for Infectious Diseases declared a state of emergency in accordance with Article 32, Paragraph 1 of the Act.
The period during which emergency measures should be implemented is from April 7, 2020 to May 6, 2020.
The emergency measures will be implemented in Saitama and Chiba prefectures within 29 days.
Tokyo, Kanagawa, Osaka, Hyogo and Fukuoka Prefectures. In addition, in April 2020,
As of March 16, the spread of Hokkaido is as advanced as the above seven prefectures.
Emergency measures will be taken in the prefectures of Hokkaido, Ibaraki, Ishikawa, Gifu, Aichi and Kyoto.
In addition to adding the area to be placed, other prefectures are also urban areas.
As a result of the movement of these people, clusters have appeared in various places, and the infection is spreading.
Therefore, from the viewpoint of minimizing the movement of people, all prefectures are in urgent need.
It was decided to be subject to emergency measures. For emergency measures in these areas
The period of implementation was from April 16 to May 6, 2020, 2020.
Later, the public, including the government, local governments, medical professionals, experts, and businesses
As a result of the concerted efforts of, the national effective reproduction number has fallen below 1.
The number of reports is expected to decline to avoid overshooting
The fruit is beginning to show up. On the other hand, the number of newly reported cases in Japan is still about 200.
Level 2, with some areas still suffering from tight healthcare delivery
Therefore, it is necessary to continue efforts to reduce the number of new infections for the time being.
If the infection spreads again in the region and throughout the country, the burden on the medical delivery system will increase.
There is a possibility. For this reason, pursuant to Article 32, Paragraph 3 of the Act, May 4, 2002
All prefectures will continue to be subject to emergency measures, and these areas will be subject to emergency measures.
and extend the period for implementing emergency measures until May 31, 2020.
When it is deemed that it is no longer necessary to implement emergency measures,
To promptly cancel an emergency even within a period.
The declaration of an emergency is based on the current status of new coronavirus infections.
In light of the challenges facing us in this area, we have taken various measures based on the law to prevent the spread of infection.
Together, the government, local governments, medical professionals, experts, and businesses
Implementation of basic infection prevention and unnecessary and nonurgent outings by the entire nation, including individuals
Avoid self-infection by avoiding “three dense” which will be described later.
It is also necessary to ensure that the virus is not transmitted to others.
To implement effective measures in a comprehensive, reliable and prompt manner
It is an urgent issue to strengthen the system to take measures against stars and to secure the system to provide medical care.
The Government will implement the measures to date with sufficient effectiveness, and will not implement them in particular.
Strongly request people to refrain from going out, for example, when they need to go out on an unurgent basis, and ensure thorough contact between people
Necessary measures shall be implemented by reducing the amount of waste.
If these measures can be implemented by the entire nation, it will be effective.
Prevention of the spread of infection by raster measures and treatment of the seriously ill and other infected persons
Reduce the number of new reports to a level that allows adequate treatment
can reduce the number of serious cases. The number of new reports is at this level.
If it is reduced to, it is necessary to avoid “three dense” thoroughly.
prevent the spread of infection by continuing basic infection control measures such as securing
Prerequisite to the spread of new lifestyles, the prevention of the spread of infection and the establishment of a company
It is possible to achieve a balance between the maintenance of economic activities.
Even if the State of Emergency Declaration is extended, the Government will continue to maintain social and economic conditions.
It is conducted in foreign countries with the minimum impact on the activities of “lockdown” (Tokyo
city blockade).
These Guidelines are designed to protect the lives of the people in the fight against new coronavirus infections.
Accurately grasping the situation, the government, local governments, healthcare professionals, experts and business operators
the public, including those involved, will work together to further advance measures against new coronavirus infections.
For this reason, it is necessary to clarify the measures that should be taken in the future at the present time, and to implement the measures.
It shows a unified guideline to be a basis.

(i) facts concerning the status of the outbreak of a new coronavirus infection;
In our country, after the first case was identified on 15 January 2020,
By May 2, a total of 14,677 infected persons in 46 prefectures, 492
The death of a person has been confirmed. Infected persons whose infection route has not been identified
accounts for 61% (Situations as of May 3 and May 1 of Ryowa 2).
It is.
For information on the status of infection in Japan, the Expert Committee on Measures against New Coronavirus Infections
From the perspective of (Hereinafter referred to as “expert meeting”.): “Changing the behavior of citizens
It is certain that the number of new infections is on the decline nationwide. However,
We are still seeing a significant number of new infections, and the current level of data is
We started to clearly stand up in early March, and we started to show signs of overshooting.
The number of new HIV infections in Japan has not fallen below the level of around mid-March. 」
“For the time being, by maintaining the downward trend in the number of new infections,
need to continue efforts to the extent that the spread of infection of ~ is unlikely to occur for the time being
It is suggested. “
It has been pointed out that.
Regarding the medical care system,
“As for the expansion of the medical care system, we are promoting the division of roles among hospital beds according to symptoms.
For severely ill patients and those with moderate symptoms, the hospital beds should be secured, and patients should be asymptomatic.
and the acceptance of mild cases at hotels and other facilities.
However, in particular in the special alert prefectures, there are still cases in which
The pressure is continuing. “
“Even if the number of new infections starts to decline, the average length of hospitalization is about 2 ~ 3 weeks.
It is a moderate degree. especially in critically ill patients who require a ventilator
The length of the period of hospitalization is prolonged and the number of inmates tends not to decrease. KKO
Therefore, the burden on medical institutions by inpatients is expected to continue for a while.
Rarely, the tightness of health care compared with the slower rate of new infections
However, it is believed that the problem will be resolved only slowly. “
It has been pointed out that.
On that basis, in the view of the Expert Committee,
“If the infection spreads again in the region and across the country, the burden on the health care system will increase.
It is desirable to maintain this framework for the time being, as there is a risk that it will be implemented. 」
It is said that.

Overseas, countries where new coronavirus infections have occurred include:
Although spread to all continents except Antarctica, cases imported from overseas
Therefore, as a result of the strengthening of measures at the border, the amount is currently limited to a certain extent, but it has been withdrawn.
It is necessary to continue responding with a sense of tension.
Trends by prefecture were as follows: Tokyo, Osaka, Hokkaido, Ibaraki, Saitama

In 13 prefectures, the cumulative number of patients has exceeded 100.
More than half of the people were infected by unknown routes of staining, and in the last week,
As the doubling time was less than 10 days, the prevention of the spread of infection was particularly emphasized.
As a prefecture that needs to promote measures for termination, the following measures should be taken.
Therefore, they called it “designated warning prefectures” and urged people to take measures.
In addition, in the prefectures other than those specified warning prefectures, the number of persons from urban areas is also
Clusters also occur in areas other than urban areas due to movement, etc., and the trend toward the spread of infection
and in these areas, the health care system is not well developed.
If the infection spreads, there is a high possibility that medical treatment will become dysfunctional.
and citizens, including the government, local governments, medical professionals, experts, and businesses
In order to work as a circle to prevent the spread of the disease, all prefectures are in step with each other.
As it is necessary to take measures to prevent the spread of infection, all the prefectures and the prefectures
In order to prevent the spread of infection, the prefecture was designated as an area where emergency measures should be taken.
It has urged countermeasures.
Looking at the situation since then, a considerable number of new reports have been confirmed nationwide
The number of new infections has been reduced to a level that can prevent the rapid spread of infection in the future.
In view of the need to continue efforts to reduce the number, etc.,
Wards in which emergency measures are to be implemented in all prefectures, while maintaining the framework of
Preventing the spread of infection as an area (The specified alert prefectures are the 13 prefectures mentioned above.)
It is necessary to move forward with efforts toward termination.
However, it should be noted that the special alert prefectures and the other special prefectures (the pair of the declaration of a state of emergency
Prefectural governments belonging to elephant areas) are different from each other in terms of infection status, etc.
Prefectural governments need to continue to take the same measures as before.
In other specified prefectures, based on the status of infection in the prefecture
Toward coexistence with the maintenance of socio-economic activities centered on avoiding “three dense”
The Government will gradually shift to initiatives that take into consideration.
Currently, all prefectures are subject to emergency measures.
